Theme Resources: Max file size 1.2MB

Hello.

I am encountering the following problem for a few weeks:

I don't know how to get pass this 1.2MB limit

( I was thinking that is a problem with my local server, nope! ) I've tried everything, changing from xampp, Largon, Mamp, but i still have the limitation

Usually if I changed those values from php.ini upload_max_filesize = 40M  post_max_size = 40M it would fix the problem, but it doesn't anymore..

The 1.2MB value stays the same even if on other places like uploading a theme manually it changes to the value I have set in php.ini

I found the value in themes.php, but I am not sure if this would be the only fix I can do..

Anyone knows a more "elegant" way to fix this?
